It's been called by the media, as it usually is. It's not official until the states certify the votes and the electors meet. The counting is over for all intents and purposes - in the states where 100% of the vote is not in, there aren't enough remaining ballots to overcome the lead.
Trump doesn't have to concede, he just has to accept reality. I don't recall which one, but there was an election where both candidates claimed victory up until the day before the inauguration, and both were planning to take the oath of office. That would have been messy...
I doubt that the scenario you're painting for a Biden administration will happen at all, but you're entitled to your fantasies. And Trump will be too busy fighting off lawsuits (both civil and criminal) to do much about 2024. He'll fade into obscurity, just like all the other highly popular politicians who were booted out of office. |
