Things like transportation, R&D, clean water, affordable housing, and caring for the elderly and disabled are all part of the infrastructure of our society.
You're also wrong about the "covid bill". There actually was no such thing; it was called the American Rescue Plan and INCLUDED money directly related to Covid-19, but was intended primarily to address the economic problems caused by the pandemic. I don't know what you've been reading but the actual numbers are nothing like what you posted.
