IMO if the instructions & requirements were spelled out & not followed then the problem is with the notary.
I've had situations where it wasn't possible to do faxbacks & make a shipping cutoff time. Many cos. accept that, but some don't. It's never good to assume.
I'm always a fan of people working things out with the hiring party instead of posting negative comments on the forum or in Signing Central unless they are truly warranted.
