I have found that the low payers always minimize the scope of work upon the initial call, and it's usually vastly underestimated on the number of pages and such. That is a red flag for me and I know to ask 20 questions when they do that. I charge a substantial fee anyway, so if a fax or scan is requested after closing it's not a big deal and I don't need to play 20 questions on every call.
