You're right, anyone who passed a high school health class could do it. But that doesn't keep the Vermont Department of Health from insisting that I take an hour of training in protecting myself from infectious agents every year, because I'm an EMT. Same online video, same silly quiz, every year. I bet CA notaries would think it resembles the CA notary license exam, with things like having to know what year the law was passed that makes us take the class.
