Once in a while there are exceptions. The most obvious is when the person renews late, so there can be a small window when the old DL is still good. I've also on occasion come across a few that expired after 2 -3 years. I'm not sure what circumstances would generate those, but possible guesses could be a name change, driving infractions of some sort, etc. When I've come across those, I don't usually get nosey about why, but I have run across a good handful where using the issue date saved the day.
