Sounds like you have a good point. Perhaps that loophole in RULONA is a result of an assumption that a journal is being kept, which presumably could take the place of a written certificate. I haven't looked at it in a long while, but does RULONA take a position on keeping a journal?
Administering an oath in other circumstances - in some states, at least - doesn't require a certificate. I'd assume it's your call as to what to do with the certificate, since it's not addressed. |
