As others have said, is essence, if your state's Notary Public Handbook does not SPECIFICALLY STATE that you're authorized to CREATE and SERVE subpoenas, contact an attorney authorized to practice law in your state. Period.
A Notary Public without specific training would be crazy to create / issue a subpoena. Depending on each Notary Public's specific state law, that Notary COULD be guilty of Unauthorized practice of Law.
