I've had a few docs like that, where the notarial certficate is split onto two pages. I will not complete a certificate like that. I either amend it so that everything is on one page (preferably the first page), or I stamp my ack or jurat stamp and use that certificate, or I add a loose certificate.

In the example you sited, I would utilize the 3 inches of blank page to place my stamp and write in my commission expiration. Then I would pull that second page out of the package and discard.
