Are you saying VT allows notaries to use their own judgment as to what they might or might not choose to certify? VT has no limits on what notaries can certify? If you think it's a "bad idea," then no certification? And in your judgment, if it's an "OK idea," then things are good?

Anyway, who said anything about certifying anything? Your average notary would simply do exactly what LKT said. Notarize the person's signature on a document explaining what they're doing.
