Notaries are not obliged to notarize for everyone who shows up; they can decline to act if they don't want to. The exception would be declining due to illegal discrimination, such as on the basis of race, religion, or any other protected status.

The notary law does not state any exceptions as to what the notary may make certified copies of, but the notary manual says not to certify copies of vital records. Of course, any law against making copies, certified or otherwise, that is found in some other part of the law, or in federal law, would apply.
