They might be low ballers as you say, but they are the only company that I know of that you only have to print 1 copy & most of the packages are under a 100 pages. Only a few go over 100 but then it has never been more than 110 pages.
I feel that most companies should work like they do. Instead of packages that are in excess of 150 - 200 or pages. X 2 for a low ball fee.
