I think it would difficult to implement unless you're collecting it up front via credit card or Paypal. I doubt too many places will go along with it.
Think of how hard it is to collect money from companies you actually performed worked for. I think it would be even harder to collect from someone for whom you never performed a service.
You may need to limit who you accept assignments from and just stick with the ones you have relationship with already. If it's a company who pays well, gives me a lot of business and pays on time, I don't mind an occasional cancellation.
