Not sure, but some of the ones I currently work for are, some not. It seems like a "limited list" around 150 or so, and I think if you join you get the full 300 possibly? Not sure, but maybe for those with collection issues, it can provide more information for you, or a one stop shop to sign up for others. For free, can't complain. I was happy to run across it.
