Exactly...the goal is to put the deadbeats out of business. The amount of closings will stay the same, what will change are title companies using a reputable SS to close their deals, instead of the shoddy ones who will not pay their notaries. Perhaps if they get enough complaints and get their name dragged in a bit with who they decided to work with, they will stop using them. If NSA's stop accepting, they will be forced out.
