| Testing isn't just a matter of preventing fraud. It also helps avoids mistakes, which wastes time and money for the people in the state who obtain notarizations. I don't think anybody tracks these mistakes, so it's almost impossible to put a number on how much these mistakes are costing the people of a state each year. |
