Without the two social security cards with the same number that tie her two names together, however, I might have considered walking. (Although one could be a fake, I suppose.) I think some of the info that we don't have could make a difference. For example, some info related to where the middle name came from.

Two key issues to me:
1) Do I have a reasonable level of confidence, based on what I've seen that she IS the same person?
2) Is what I put in my notary certificate supported by 'satisfactory evidence' from an acceptable option under CA notary law?

Ultimately, the notary has to make a judgment call in the moment, based on the information (s)he has - and sometimes that just means going with your gut. But we should be prepared to defend our decision...
