Totally agree with Yoli's post #601719. I believe the Newsletter is an extension of the Handbook.....clarifying the coded law with a more detailed explanation and often picture examples. It's a way to highlight (and put to rest) the frequent/problematic issue(s) that plague the SOS during a season. Usually, the Newsletter is about 2 or 3 pages. However, the 2018 Newsletter is quite lengthy, at 10 pages and it thoroughly addresses journal entry line items and includes actual examples of the right/wrong way to enter a line item.

It ends with, "Capture a signature on every line item for every notarial act. No exceptions." That sums up the SOS's position on the matter and leaves no room (IMHO) for individual interpretation.
