Could be... but I think it's more likely an indication of how many choices they have in an area compared to the volume of business generated there, sad to say.
It also gives lenders some kind of metric to "prove" their efforts to comply with federal regulations. The effectiveness doesn't matter. It's just something they can count and put on paper to show what they're doing. I wish I could think of a measurable 'something' that would be more effective and worth supporting / lobbying for instead. |
