Redraw of docs

What exactly is involved when docs have to be redrawn? Details please. I must be missing some major information. : )

You would think it was going to actually cost someone a tooth without anesthetic to do a necessary redraw. Then, the docs were ready in about an hour or so. It would have saved everyone about six hours of ridiculousness to just do it in the first place. It was unavoidable. These people knew this.

They were trying everything except the inevitable. Aren't they too busy to be running around a bush for six+ hours?

So, details please.
