Looked on making profile changes, and no you do not need to be a notary to have a free account, just check the "no" box on the "making profile changes" area, and your profile is hidden from searches.
Well explains then some of the ratings perhaps on Signing Central that do not seem to add up from time to time. Anyone can be a member and rate companies as they see fit.
