I live here in Idaho. I'm in a huge valley so most of the heavy snow stays in the mountains. But occasionally a really good storm slams us here. I personally wouldn't go out. Especially with all the warnings. We are even hearing about your storm here. You are in for a doozie.
If Mr Borrower wants / needs to sign so badly, he would be coming to me. I wouldn't even meet in a public place. Someone else posted how quickly things change, or 2 miles away things are different that what you are seeing. I can't tell you how many times that has happened here. I rarely let anyone to my home, but this would be my exception. And my guess is that he will turn it down due to his own safety. Funny how that can work.
Or as others have said . . . turn it back in. In 10 years I have done that one time. So it isn't something I take casually. But . . . go back to your own safety. Some things just aren't work risking.
