AAA Overcharges for notary services in TX; that's a benefit?

The AAA/Texas website ( http://tinyurl.com/oda6reg ) lists the notary charge of $10/signature ("Pricing, per signature"), NOT per document or per notary seal required, etc.; a FLAT $10 per signature.
Their specific fee schedule is broken down by the type of document (i.e. a "personal" related document or a "business" related document). Even for members, if it is deemed "business" related, they charge $10/signature, according to their site ("personal" related transactions are free to members).

Notary Services are available (Monday through Friday) for most personal transactions at any AAA branch. Pricing, per signature:
Free to all members in Texas
Non-members: $10
Business-related transactions: $10

hypothetical example: According to the information on their site, it appears that if an AAA member walked into any AAA branch, requested notary services for 2 single page "business" documents which required the signatures of 3 people (all members), with one notary certificate per page (to cover all 3 signers), the total charge would be $60 for the requested notary service.

Using the same above example, the MAX (per TX law) the customer could be charged for the notary services described would be $16 (vs. $60) Question: Since when did OVERCHARGING for notary services in Texas become a "Benefit" worthy of advertising?!!?
