I don't order airbills either, just the pouches to stick onto envelopes. Like Sigotgo/OR said, the printed labels that usually come with the docs can be printed on plain paper and just be slipped into a pouch. I'll attach pouches onto a whole pack of 50 envelopes at a time so I always have a pile of the legal size envelopes ready to go.

I rarely have to write out an airbill anymore, but I stocked up on them a while ago from several of the local offices, so I always have a supply, if necessary. (And if I happen to be in a FedEx office that has a supply available, I grab a small handful.) Works for me.
