What I do in this case is change or add the venue in above the Notary Statement. I never touch the one at the top.
I learned the hard way. Several years ago, I changed the one at the top & the title company was not very happy with me saying by changing it at the top, this make the location invalid. So since that time I have always changed or added it in right above the Notary statement.
