I'm confused. NY doesn't require a stamp - it's optional, to avoid having to hand-print all the information for each notarization. You can either get a new stamp every four years or get a stamp that doesn't have the last two digits of the expiration year, in which case you just write them in; a commission expiration date is required one way or the other on a notarization.
