I did not find the text of the MA complaint online to see which notarial act was requested or which notary fee law they claim was violated.

The June 2017 KY notary handbook states: Notaries may set their own fees per KRS 64.300 (effective July 15, 2016). Further, the law prohibits notaries from charging for jurats related to benefits for military veterans and their families.
