My comments regarding the fact that Kelly is a retired general were in direct response to Mike's OP argument regarding "the military reports to the citizens, not the other way around." It was aimed at saying that although he, Mike, is correct when it comes to active members of the military, that specific argument did not apply in this case as Kelly was speaking as the Chief of Staff at the time he made his incorrect statements. No offense was intended.
