Moneyman, I could not agree with you more, and if you don’t mind I would like to expand this a little bit.
All projects start with an idea and request for budget from upper management. This request is always over stated, simply because you never get what you ask for. Upper management is there to control expenses. But, you have set a starting point hoping to negotiate to something you can work with.
Another thing you do is actually seek input from the users who will be impacted by your project and you modify the project based on their input.
e.g. Trump (or his team) spoke to the border guards, and they told him that a solid concrete wall would not work. They want a wall they can see thru, so they have a field of view. This is not wavering or waffling, this is adapting from user input.
Nuff said. Trump did not lie, and is not wavering.
