Did you find it on the Supplies page and are you seeing Premier member discounts on other items? If not,
you might want to try logging out and back in again. Otherwise I recommend contacting the Shoemakers. Probably some kind of glitch.

You sure got my attention because I need to start thinking about taking care of my renewal again myself and am planning on taking advantage of the free training here. As I recall, the biggest challenge in the past has been finding a state proctored exam nearby that fit my schedule, so I don't wanted to give myself a bit more time this time. That means I should be taking care of it before the end of this year.
