Just my assumptions here --- (1) because their clients will be impressed and/or duped by the fact that a notary public is the representative of the company. That might fool the client into thinking the effort is legit, even if it is not; and (2) because some notaries public will accept the assignments, thus declaring themselves representatives of the company (whatever that might conceivably mean), without realizing the possible legal ramifications; and (3) they probably cannot find anyone else who kinda/sorta/maybe adds the appearance of legitimacy and is willing to foolishly stick their neck out (legally) in such a process. JMHO....
