 1099 from Snapdocs

Why would I get a 1099 from Snapdocs. Now granted it's not for very much as I only accept jobs at $xxx and they very rarely go that high. But if the company I did work for uses them as a platform why would they send out a 1099?
Wouldn't the company that you do work for actually send out the 1099?
