I think "remote notarization" is a better name than "webcam notarization" for a formal situation like writing a law. If you read some of the court decisions where bankruptcy trustees will try to avoid the effect of a mortgage and distribute the proceeds of selling a house to all the creditors, not just the mortgage lender, you will see they argue over the slightest shades of grey in the wording of certificates. In such a contentious environment, it would be unwise to use the word "web", because that probably means "world wide web", which is only one of several protocols that work over the internet.

There are other ways to communicate besides the internet, for example, closed circuit TV, and more will probably be invented before the legislatures get around to revising the law again. (Vermont hasn't made any substantial changes in its notary law since the late 1700s.)
