In the first posting it mentions another message; however, I have not been able to locate it.

It has to do with Form DS-3053 - Statement of Consent for a passport for a minor.

While writing this post, I contacted Customer Service for this department to make sure that they were going to accept my attached acknowledge. The answer is "YES".
