Thanks for the leads everyone!
ABC, I will try the ombudsman phone number again. Last week I waiting on hold for 15 mins., then when I finally got someone and explained what I wanted the phone was cut off, went dead, disconnected, who knows. Will start this saga again today and will report back if I find any concrete information from DMV.
