I had to block them about 4 months back when their ridiculously low offers were coming in SD and then getting lower and lower every few weeks. I can't be bothered with that noise, and that is all it is at that point. If everyone would block them, they would be forced to offer an acceptable rate at some point. The sad thing is, someone is doing these at that price and enforcing that fee that it is ok and keeping them in business.
