I have bought cars, asking for the Costco price when I went to their authorized dealers. What I found out is that you can get exactly the same deal (or better) by going the normal route and negotiating. The Costco plan seems to fit well for people who just don't want to be bothered with the "process" of buying a car and just want to pay whatever price is quoted to them. Even then, I'm not sure that you get a better price through Costco than you would if you just walked into a dealer and asked the price of a car.
