The Merriam-Webster definition is interesting in light of the Revised Uniform Law On Notarial Acts (RULONA), which has been adopted by several states.

"1: a professional or public copyist or writer : scribe"

RULONA not only allows notaries to make certified copies, it says this:

"A notarial officer who certifies or attests a copy of a record or an item that was copied shall determine that the copy is a full, true, and accurate transcription or reproduction of the record or item."

The key word is "transcription". That means it doesn't have to be a photocopy; those of us in states that passed RULONA can type or even hand write the copy. That would be unusual, but might be handy if the original appears on a computer screen, and there isn't any facility to print the screen, or if the original is so old it's to delicate to run through a copying machine.
