Regarding REMOTE/eNotarization (via webcam) - IN VA, there are THREE options for signer's ID verification, validation. etc. Those of us concerned have a HANDBOOK (Page 9) to reference this (in addition to the Va e-notarization standard publication which I have saved on my pc somewhere. Otherwise, we'd ALL be "clueless."

Note: My 3rd-party "sensational" story is fictional -and in response to a question raised about how such an animal would work out in theory - an IMPERFECT analogy to be sure. As you realistically point out, these types of verification are being done Today; and so logically it's not really that far of a Stretch to see how a notary COULD rely on alternative means of verifying ID. Again, there must be Live, 2-way teleconferencing - that is, I see the "signer" and have valid reason to conclude the person's identity by relying on "proof" from a trusted party.

p.s. As for the article mentioned by the OP, I am completely in the dark.
