I'm not sure I'd agree with this. My guess is that they're too polite to say anything to the notary who isn't dressed appropriately, but they do notice - even if not consciously. More than once, I've heard comments from borrowers about previous notaries they've dealt with and how they were dressed (along with other comments about lack of professionalism). I got the impression that nothing was said at the time, although I'd never ask.

Also, some companies send questionnaires to borrowers after the fact to get feedback about the notary and I imagine how appropriately they were dressed is one of the questions. I'd be amazed if they ever bothered to get back to those notaries with feedback. The closest they might come is including a dress code in their ever-lengthening instructions that go out to everyone in their database.

I agree that business casual is fine in most parts of the country (certainly here in CA), but critical, of course, is neatness and cleanliness.
