Actually, lots of CA notaries issue lots of statements about that, but I'm not aware of anything about this issue specifically from the SOS office, apart from one statement that years ago used to be the state Notary handbook (in the 'lay language' section only, not in actual government code) about UPL. I've heard it was prompted by the state bar association and last time I checked, it had been removed.

Not too long ago, I tried to find the details on that without success, so I'm a bit less strict on that point than I used to be. If anyone can cite something more specific, I'd be interested in seeing it.
