 FL notaries.. Enlighten me

Did a refi last night on a condo in FL. There is an $1100 and some change chg for tax transfer stamp. I showed this to the borrower when going over HUD. He had no idea and called his LO. LO said only FL and GA have this charge. I thought tax transfer stamps were for purchases. That's a pretty hefty charge for a refi IMO. Just curious
