Not trying to make it political, but I think there's been some misunderstanding.
Quoting from a recent LA Times article about the law that authorized issuing driver licenses to those in the US illegally (and yes, there have been over a million of them issued in the past 3 years):
"The front of the licenses includes the phrase "Federal limits apply," and the back states: "This card is not acceptable for official federal purposes. This license is issued only as a license to drive a motor vehicle. It does not establish eligibility for employment, voter registration, or public benefits.""

If the article is correct, there's nothing to cull.
