In the case of VA, you're right. According to your handbook, VA requires that the word "electronic" appear in the seal, so a scan of the paper seal impression wouldn't work. Some states require that seals be prepared by official vendors; notaries in those states wouldn't be able to use a scan of their paper seal impression either.
