notary ever get fined by the state for that? I can tell you that here in VA, Marilynn and I and a few other signing agents on this forum are probably the only VA notaries that actually administer an oath for jurats. There is no education or testing requirement here, and no penalization for failure to administer an oath - we have a lot of clueless notaries in VA. If you have $45 and a pulse, you can be a notary in VA.
