IMO it's a quirky process, the SOC verifies that my notarization is valid, and attaches a gold seal. It's required for most docs going out of the country.
I've done a few where the people are out of the country, send me their original documents (usually a college transcript from here in VA), I make the certified copy, send it to Richmond, etc. I'm not crazy about doing those.
Otherwise, when people call me about them, I refer them to the SOC website for instructions. I usually do a copy certification of original documents & they send them to Richmond themselves.
I've done as many as 50 copy certifications for some Russian residents.
