 I have no problem making formal complaint to the FTC.

It would probably take about 15 minutes.

There does not have to be formal written fee arrangements between TC and SS regarding notary fees. The price fixing only has to be inferred, IE Jane Doe at SS#1 calls her friend and former colleague John Smith @ TC #1 and shares/discusses notary fee strategy.

This goes on everyday in our industry. Everyone "knows" someone at other hiring parties. I don't condone this widespread practice.Others may choose to sit back idly on the sidelines. Personally, it makes me very angry.
