It is possible, not knowing myself, that the title companies are trying to limit the use of mobile notaries since the out of state title companies rely so heavily upon them. The general practice in Wisconsin was to close at the title company and national vendor management companies used those title companies to close. Then the VMC's decided to close their own loans and use signing agents. This practice, especially after 2007, caused a severe cut in the number of refi's closed directly by local title companies. I fee this legislation is misapplied. Signing agents are not closers. Most of them have never created a HUD one or managed a complete mortgage closing other than presenting and notarizing documents. Do others feel that they may be trying to limit the number of NSA's?
