Is that ID issued by the same agency that issues Driver Licenses in your state? Whether or not it's valid ID for notary purposes would be my first concern, but since you didn't ask about that, I'll assume it wasn't a problem.
I'm conflicted about this, as well, but I suspect I'd do the same as you did. You've given them a serious warning and any consequences are on them. They know they're doing something wrong. Unless there's something specific in state law that requires it, even though I share your feelings about people not following the law, I believe I'd focus on the fact that I'm a Notary Public, not a law enforcement officer.
