It's obviously an unpopular opinion, but I still think I'd be likely to casually comment about or ask whether or not they had a driver license. (I'd keep it light, and after further thought, I think I'd leave it at that. But I'd let them know I noticed. )
I would not do so as a notary but as a citizen and person who shares the road with them. Hearing about horrendous accidents where people are killed or maimed because of a person driving under the influence is a frequent - if not daily - occurrence around here. If people have had their DLs revoked for any reason, they shouldn't be driving. Period.
As someone who was once broadsided (on driver's side) by a person without a DL (or insurance) who ended up fleeing the scene when I went to call the police (back before cell phones... ), this kind of irresponsibility is hard for me to ignore. [Thankfully, I was driving one of those boxy Volvos and walked away with just a headache. My car, however, was totaled.]
